Three teams pre-qualified to bid on $1.2 billion Eglinton Crosstown West Extension Contract

Three teams have been pre-qualified to bid for the $1.2 billion Eglinton Crosstown West extension contract, with the winning team selected to begin work in the summer of 2025.

The request for proposals was issued on Friday by Infrastructure Ontario and Metrolinx, which is being delivered through a public-private partnership.

The stations, rail and stations package includes the design and construction of all stations and emergency exit buildings along the 9.2-kilometre extension, fitting the tunnels and elevated guideway with track and signals, and installing and commissioning communications, ventilation and other support systems for the new line.

The contract also includes utility work, road modifications along Eglinton Avenue West to accommodate construction, and changes at Mount Dennis Station that will help connect the extension to future Eglinton Crosstown LRT service. Once the development phase is complete, Metrolinx will have the option to sign a contract with the successful team.

The pre-qualified teams are: Integrated Transit Partners (Sacyr Canada Inc., NGE contracting Inc., and Sethmos Mobility Limited), Trillion Rail Partners (Amico Major Projects Inc,. Albici Constructors Ltd., and Acciona Infrastructure Canada Inc.), and WestEx Transit Solutions (Aecon Infrastructure Management Inc., Atkinsréalis Major Projects Inc., Pomerleau Major Projects Inc., and Dragados Canada Inc.).

The Eglinton Crosstown West extension is part of the broader Eglinton Crosstown rail transit project, which is being delivered through a cost-efficient public-private partnership involving infrastructure, transit agencies, and contractors.

The project consists of four major packages of work, including stations, rail, and systems, which are being delivered using a progressive design-build delivery model. The first package, which includes the stations, rail, and elevated guideway from Renforth Drive to Scarlett Road, is currently being delivered by a separate advance tunnel contract from Renforth Drive to Scarlett Road.

The second package, which includes the tunnels from Jane Street to Mount Dennis Station, is being delivered through a traditional procurement contract. The third package, which includes the elevated guideway between Scarlett Road and Jane Street, is being delivered through a progressive design-build contract.
