Three project teams have been shortlisted by the Government of Ontario to design, build and finance the Davenport Diamond Rail Grade Separation project.

Proponents were chosen based on capability, experience, personnel and financial capacity to deliver a large-scale project. Each will receive a request for proposals by early 2018.

The first shortlisted team is Davenport Construction Partners, with Dragados Canada and Bot Infrastructure as lead applicants. Both firms are part of the construction team, together with Black & McDonald. The design team includes IBI Group Professional Services, Dissing+Weitling, Peto MacCallum, SENER SES Canada and lead designer, COWI North American. Serving as financial advisors are ACS Infrastructure Canada and National Bank Financial.

The second team is Graham Commuter Rail Solution, with Graham Capital Partners and Graham Construction and Engineering as lead applicants. Both offices under The Graham Group are also responsible for construction and finance. LEA Consulting heads the design team comprised of exp Services, International Bridge Technologies and Brown & Storey Architects.

The third team is Steelhead, with Dufferin Construction and Aecon Infrastructure Management as lead applicants. DTAH, Pedelta, Golder Associates and R.J. Burnside & Associates Limited are designing the project, under the leadership of Mott MacDonald Canada Limited. The financial advisor is the Bank of Nova Scotia.

Work to be performed by the winning proponent includes construction of a structure grade separating the north/south GO Rail corridor and east/west CP Rail corridor, and a rail guideway offset for Metrolinx to maintain operations over the project’s duration.

The shortlist was announced Dec. 15 by Infrastructure Ontario.
