Infrastructure Ontario (IO) and William Osler Health System (Osler) have issued a Request for Proposals (RFP) to four shortlisted teams for the new Peel Memorial Hospital Phase 2 Redevelopment project in Brampton, Ont.
IO’s Progressive Design-Build (Target Price) contract model will deliver the project.
The new Peel Memorial Hospital will boost healthcare capacity and meet the growing need for specialized care during extended hospital stays. It will also include a new Emergency Department to ensure additional capacity for emergencies and urgent medical conditions.
The four shortlisted teams were selected through a Request for Qualification (RFQ) process that began in May 2024.
The teams and their prime team members are:
Progress Peel Health Solutions: Applicant leads: Amico Design Build Inc. and Sacyr Canada Inc.; Design Prime Team Members: Quadrangle Architects Limited, Kasian Architecture Ontario Inc. and WSP Canada Inc.; Construction Prime Team Members: Amico Design Build Inc. and Sacyr Canada Inc.
Pomerleau Healthcare Partners: Applicant Lead: Pomerleau Inc.; Design Prime Team Members: NEUF Architects Inc. and Cumulus Architects Inc.; Construction Prime Team Member: Pomerleau Inc.
EllisDon Corporation: Applicant Lead: EllisDon Corporation; Design Prime Team Members: Montgomery Sisam Architects Inc. and Kahler Slater Architects Inc.; Construction Prime Team Member: EllisDon Corporation
Bird Design-Build Construction Inc.: Applicant Lead: Bird Design-Build Construction Inc.; Design Prime Team Member: CannonDesign Ltd.; Construction Prime Team Member: Bird Design-Build Construction Inc.
The teams will submit proposals detailing their plans for the project. These proposals will be evaluated by IO and Osler, with the top-ranked team collaborating with both organizations during a Development Phase, expected to begin in 2025. Following the Development Phase, Osler may sign a construction contract with the successful team to build the hospital.
The redevelopment project features include:
- 250 inpatient beds with the space to build more in the future
- New and enhanced Mental Health and Addictions programs
- New and enhanced services for seniors, including dementia care
- Rehabilitation and Complex Continuing Care
- Inpatient and Outpatient Dialysis
- New and enhanced outpatient clinics and services
- 24/7 Emergency Department
The project will focus on sustainable design and construction with the goal of achieving Leadership in Energy and Environmental Design (LEED®) Silver certification.
