RFP issued for North York General Hospital patient care tower

Infrastructure Ontario (IO) and North York General (NYG) have issued a request for proposals (RFP) for the hospital’s new patient care tower redevelopment project.

Four teams were prequalified through a request for qualification (RFQ) process launched in January 2025. The prequalified teams invited to submit proposals are:

  • Building Beyond Alliance – Bird Design-Build Construction Inc. & Graham Design Builders LP with HDR Architecture Associates, Inc.
  • EllisDon Corporation – EllisDon Corporation with Parkin Architects Limited
  • North York Healthcare Alliance – Pomerleau Inc. & Ledcor Construction Limited with Montgomery Sisam Architects Inc.
  • PCL Constructors Canada Inc. – PCL Constructors Canada Inc. with DIALOG Ontario Inc.

The tower will feature patient care spaces and underground parking that will connect seamlessly to NYG’s existing facilities, allowing efficient flow of patients, staff, and materials. The project aims to integrate new and existing spaces while expanding the hospital’s acute-care capacity.

The facility is planned to include up to 317 private patient rooms, adding as many as 100 net-new beds, along with expanded spaces for critical programs and services.

  • Critical Care
  • Inpatient Mental Health (Adult and Child/Adolescent Units)
  • Maternal/Newborn Program, including NICU and Labour & Delivery
  • Medical/Surgical Inpatient Units
  • Emergency Department
  • Medical Imaging
  • Satellite pharmacy and laboratory areas
  • Surgical Services

The design emphasizes patient, visitor, and staff experience, safety, and well-being, incorporating features that support healing and wellness. Sustainability is also a priority, with the project guided by the Canada Green Building Council’s LEED rating system and the Toronto Green Standard.

The teams will submit detailed proposals outlining their approach to project delivery. IO and NYG will evaluate submissions, with the top-ranked team entering a Project Alliance Agreement covering the full project term—from the Development Phase to the completion of implementation—subject to approval by the Ministry of Health.
