Ontario selects three firms to submit proposals for Milton Corridor project

Infrastructure Ontario (IO) and Metrolinx have issued a request for proposals (RFP) to three teams shortlisted to design, build and finance the Milton Corridor project.

The project is part of Metrolinx’s work to provide faster, more frequent and convenient transit service across the Greater Toronto and Hamilton Area (GTHA) as part of the GO Regional Express Rail (RER) program.

The shortlisted teams and their members are:

Milton Transit Group

Applicant Lead: Aecon Group Inc., Buttcon

Construction Team: Aecon Group Inc., Buttcon

Design Team: Stantec, RJC

Financial Advisor: Aecon Concessions

Milton Integrated Transit Team

Applicant Lead: Sacyr Construccion S.A., Grascan Construction Ltd.

Construction Team: Sacyr Construccion S.A., Grascan Construction Ltd.

Design Team: AECOM, Zeidler Partnership Architects

Financial Advisor: KPMG Corporate Finance Inc.

Ledcor MM Partners

Applicant Lead: Ledcor Industries Inc.

Construction Team: Ledcor, Soncin Construction Ltd.

Design Team: IBI Group, Morrison Hershfield

Financial Advisor: PricewaterhouseCoopers LLP

These teams are now invited to respond to the RFP and will begin preparing proposals that detail how they will design, build and finance the project. IO and Metrolinx will evaluate the proposals, select a preferred proponent and award a final contract, anticipated to be announced in winter 2019.

The RFP outlines the scope of work required for the project:

Milton GO Station

New station building

Reconfiguration and expansion of parking lot layouts, bus loop and passenger pick-up/drop-offs

Accessible connections to train and bus platforms

Reconfiguration and expansion of existing rail platform to an island platform with pedestrian tunnel connections and infrastructure to support future layover of trains

Upgrade of parking lot and additional parking spaces

Improved pedestrian and cyclist connections and bicycle storage

Meadowvale GO Station

New station building

Reconfiguration of parking lot layouts, bus loop and passenger pick-up/drop-offs

Accessible connections to train and bus platforms

Repair and replacement of damaged catch basins and storm sewer lines

Upgrade of parking lot

Improved pedestrian and cyclist connections and bicycle storage

Station Operations West Facility

Partial demolition and retrofit/renovation of a vacant office and warehouse facility to accommodate future office, warehouse and parking needs for GO operations

New secured fleet vehicle parking lot

Improved pedestrian connections
