The City of Hamilton is preparing to seek development partners for a long-term ground lease at 115 Campbell Ave., a municipally owned property slated for affordable housing in the Crown Point East neighbourhood.

The city plans to issue a competitive process for a nominal 40-year land lease for the site, which is currently used as a municipal parking lot. The opportunity is aimed at securing a non-profit affordable housing provider to partner with the city on a mixed-use, medium-density residential development.

The property is located near Ottawa Street North within a proposed Major Transit Station Area and is envisioned for development under proposed Mixed Use Medium Density (C5) zoning. Preliminary parameters allow for a building of up to approximately six storeys, or 22 metres, while retaining a portion of municipal parking on site.

City officials say the project represents an opportunity for experienced developers to help deliver high-quality, affordable housing in a growing urban neighbourhood.

To permit residential development, a zoning by-law amendment will be required. Before that process begins, the city’s Corporate Real Estate Office will lead the competitive partner selection for the sale or lease of the property.

Once a preferred partner is selected and a conditional agreement is executed, preliminary concept plans will be prepared and submitted as part of a formal consultation application. That application will identify required technical studies to assess capacity, compatibility with surrounding uses and any necessary infrastructure upgrades.

The conditional agreement will also be used to secure minimum affordability requirements and other obligations tied to the project.

The site is located in Ward 4 and potential development forms will continue to be refined through the pre-development process, incorporating public feedback to improve site function.
