Construction starts on 255-unit rental project in Toronto’s west end

Construction has begun on a new purpose-built rental development in Toronto’s west end that will deliver 255 homes, including 51 affordable rental units, as the city works to increase housing supply.

The project at 72 Perth Ave. in the Davenport neighbourhood is being developed by Castlepoint Numa and Hazelview. Construction is expected to be completed by the end of 2028.

The development received funding through Toronto’s Rental Housing Supply Program, which provides financial incentives and grants to accelerate the construction of purpose-built rental housing.

“Projects like this help the people who work in this city afford to live in this city,” said Mayor Olivia Chow. “Nurses, teachers, transit workers, artists, small business employees and families who keep Toronto moving should be able to build their lives here.”

The city has committed about $16.5 million in funding and incentives for the development, including an indefinite deferral of development charges, a 15 per cent property tax reduction for the rental units and waived planning and building permit fees for the affordable homes.

It’s the first of 44 developments currently under construction to break ground under the Rental Housing Supply Program since it launched in March 2025.

The milestone comes as Toronto advances a broader pipeline of rental housing projects supported by the program.

Among them is The Glenview, a 341-unit rental development that will include 80 affordable homes and 261 market-rate units. Located near Kennedy Station, the project is expected to be ready for occupancy in the second half of 2027.

“The Glenview reflects a shared commitment between the private and public sectors to create more inclusive, livable neighbourhoods while accelerating the delivery of much-needed housing,” said Daniel Berholz, president of The Rose Corporation.

“We’re grateful for the support of CMHC and the City of Toronto. Simply put, this project would not have happened without their partnership.”

The city is contributing more than $11.4 million in incentives to The Glenview, while Canada Mortgage and Housing Corp. is providing nearly $150 million in funding and financing through its SEED and Apartment Construction Loan programs.

The city says the 44 projects currently under construction through the Rental Housing Supply Program will create more than 11,000 homes, including more than 6,200 rent-controlled and affordable units.
